By the 1930s, as commercial animation was established in the USA, in the UK the creation of Government public information films from the GPO unit and later wartime and post-war information films allowed for greater experimentation than the more market driven work across the Atlantic. These short films led to an industry of animators with eye catching design styles and an ability to get a message across efficiently. Coming from this background Halas and Batchelor maintained their position one of the leading European animation companies, producing many commercials and short films during most of the second half of the twentieth century and were responsible for producing the influential and ground breaking animated feature Animal Farm (1954) . 64. The first primitive form of pedal harps was developed in the Tyrol region of Austria. Hochbrucker was the next to design an improved pedal mechanism, followed in succession by Krumpholtz, Nadermann, and the Erard company, who came up with the double mechanism. In Germany in the second half of the 17th century, diatonic single-row harps were fitted with manually turned hooks which fretted individual strings to raise their pitch by a half step. In the 18th century, a link mechanism was developed connecting these hooks with pedals, leading to the invention of the single-action pedal harp. Later, a second row of hooks was installed along the neck to allow for the double-action pedal harp, capable of raising the pitch of a string by either one or two half steps. The idea was even extended to triple-action harps, but these were never common. The double-action pedal harp remains the normal form of the instrument in the Western classical orchestra
65. The County of Gorizia and Gradisca emerged as a major center of Slovene culture in the second half of the 19th century. Already in the early 1860s, Slovene replaced German as the major language of education and administration in the Slovene-inhabited parts of the county. Differently from Styria, Carinthia and even Carniola, there was no assimilation pressure against the Slovene culture in most of Gorizia-Gradisca, so the Slovene culture flourished. Since the 1890s, the State Gymnasium of Gorizia emerged as one of the most prestigious educational centers in the Slovene Lands: several prominent figures in Slovenian arts, sciences and politics in the early 20th century received their education in this institution. In 1913, the Gymnasium was divided into three parts, with German, Italian and Slovenian as the language of teaching. The Slovenian section of the Gymnasium of Gorizia thus became the first public high school with Slovene as the primary language of teaching
